SRS light on 02 Civic, Honda service bulletin 06-009 cover inspection?

My SRS light is on for a few months and I didn't pay attention until today. One issue I also have is the driver side seatbelt buckle doesn't work smoothly, I have to try 2-3 times, and sometimes I need to hold the red spring while push the metal buckle in.

I read this post and it's very helpful: https://www.civicforums.com/forums/3...necessary.html

From the honda service bulletin 06-009 (http://www.skidmore.edu/~pdwyer/e/fi...ns/A06-009.pdf), it read

1) VEHICLES AFFECTED
2001–03 Civic 4-Door – ALL with OPDS

2) "The inspection is also free of charge, even if there is not a problem with the OPDS control unit or the OPDS sensor and your vehicle is within
the extended warranty time/mileage period."

With that I thought why not take to dealer for inspection if it's free of charge. But when I talked to Honda dealer and also Honda custom service, both told me there is no recall on my car, and there is no campaign so I need to pay $150 inspection fee.

I am curious how do you interpret the service bulletin 06-009?

Thank you very much!

I read extended to 10years.. so it’s not going to come up as a current bulletin unless you have proof you bought your 2002 Honda Civic brand new from a authorized Honda dealer sometime after 2008....

I replied to your other post about this:

A mechanical fault with the buckle (the part attached to the seat) it should be covered under Hondas eternal seat belt warranty. As long as the buckle won't click and lock the seat belt securely a dealer will probably take care of it at no cost to you.
