Frozen Wipers Turned On Blows Engines ECU...

I recently stumbled across this article its about this fella from U.K. that owns 2006 Civic he got in his Civic one Cold Morning had his Wipers in the On position probably from the day before he used his Car goes to start it Wont start completely dead gets it diagnosed. and "heres where this story bothers me and

should bother every one else on here that owns a 2006 and On Civic" the Cause was from starting the car
with frozen windshield wipers in the On position causing a (Voltage spike in his ECU) to be damaged" Really... ??
and apparently its happened to many other Civic owners as well.

That's news to me, never heard of it before.

UK only?
Diesel model....only?
......and it took a dealer several weeks to figure out it blew an ECM?

Surely if it were a problem in the US/Canada we would have heard or seen it by now.

Its News to me to ezone I Just thought i would Post it Out there, for anyone thats ever had or heard of this happening...? and how Can a stopped wiper Motor produce so much Voltage that it creates a Power Spike enough to burn out an ECM.?? is beyond me  the Only voltage spike thats possible that i have ever heard of is from boosting a dead battery from another car thats running.
