1997 1.4 tornado wont reach top speed

Hey, My civic will not go over 100mph and just sticks at 100 and when at 100mph the revs are at 4000rpm and wont move anymore. Any idea why this is i have changed spark plugs and add a K&N Induction kit still no diffrence.

is the engine light on? some civic have speed limiter that will cut fuel so you dont go past a certain speed.

no engine light on. Thats what me and my mates think but don't know how i would find it or remove it?
