Alpine Type R 12" subs in a bandpass box will be loud and cheap, as for an amp, I am not sure what is good and cheap, I have just heard the Alpine R's and thought they sounded really nice and loud
See how much a shop will charge to build and tune a box.
Whatever is left you can buy subs and an amp.
A properly built enclosure that helps the subs perform at their peak would be good.
Thats better than spending alot on equipment and ending up with a bad setup.
Just my .02 cents.

Infinity subs sound real nice, JL audio has some goods subs as well. I got two 12' kicker comp vr for $145 shipped. I'm running them on a 1400 watt amp, they seem to take it well. Check ebay, they have good deals, SOMETIMES.
