are hp racing headers street legal?
Not street legal in California. The only header that is CARB exempt/legal is the DC Sports Header. The problem & the reason it is street legal is because it is the upper portion only & does not contain the down pipe portion of the header. This means little or no gain at all. I live in california so I have to deal with that emissions bull-****. I also have an HX civic & want to use the DC Sports Header (upper portion), with downpipe, & Tanabe Super Racing Medallion Cat-Back Exhaust. I'm going to do some looking around & see if I can make it all fit because the parts i'll be using are listed as EX only. So when it comes emissions time i'd like to be able to just unbolt the downpipe & put the catalytic converter back on. I doubt it will turn out in my favor so i'll probably just have to take the entire thing of when I smog it.
The top portion you should be fine. However race header with high flow cat isn't street legal. Most states will not allow you to replace your cat until you reach certain miles(60,000+ in VA) and have a reason for it(Need approved to replace it). It also won't pass emission. The header is for offroad only.

omg first I though that was the hp 4-1 header for our car... just without the cat convertor..
omg I guess HP didn't bother to do any R&D at all, they just used a previous design on a previous generation civic... slap on a "high flow" cat.. and call it a day.
no wonder there is fitment problem.
i dont think any of HP's header is street legal... as in, they're not carb exempt.
but depending on your state's emission laws, and local laws, having that header may be okay...
if the part # is correct, and i checked at HP's site... its a 4-1 header for a 92-00 Civic, so it really shouldn't effect emission...
but if you're living in California... no, its not street legal.
