what do the 3 numbers mean?

215: width of the tire in mm(?)
40: 40% of 215 = size of sidewall
17: rim size

That is correct.

The first number is the section width in MM.

The second number is the ratio of the sidewall height to the section width.

The third number is for the rim diameter.

Remember when plus sizing the idea is to keep the overall diameter the same as the stock tire. A larger tire will make the car feel slower.
Diameter is measured at the tire itself or calculated from the numbers.
