Buying 96 Hatch

Underside rust on body of car

Trying to buy a 96 Hatch and this is on the underside. Would this be difficult to repair? I test drove it yesterday and the clutch needs replacement and sometimes it was difficult to downshift from 3 to 2.

Thie miniscule amount of rust on the shifter linkage?
i wouldn't worry about it
