Help... Timing Belt
Finally ready to put the timing belt on my 04 civic
and it is about 1/2 inch to short seems to get around
top crank?
Is this normal, do you have to pry the new belt back on?
Tensioner is new, and hand tightened on with spring back on
Can anyone help confirm why the belt would be not going on easy?

You're doing it wrong. You'll never get it on with the spring in place, and if you don't get the tensioner on correctly this isn't going to last long.
Read the service manual instructions on how to install the tensioner pulley and belt.
