08 cut off while driving, wont start or show diagnosis codes

08 civic cut out while driving. It won't restart. It cranks but won't start. When connected to a diagnostic code reader, it won't even boot up. The code reader works. What could be the problem? Every fuse was checked. Is it ECU? PLEASE HELP

Won't even turn on the reader?

Check power and grounds in the diagnostic connector.
Pins 4 and 5 are grounds,
pin 16 is 12v+.
Which of these is missing?
