1.6 smoking need help! Video.
Got a 92 civic dx I just bought with a 1.6 vtec. Has constant light smoke at idle and good bit when under heavy throttle. Has intake, and exhaust. I'm thinking valve guide seals? My uncle said it sounds like stuck oil rings. Car runs great. Also there is a vent on the valve cover on pass rear and it hooks up to my intake. It blows air out a good bit and then when I give it throttle it stops blowing. That normal?

Yup, worn out.

If you are going to pull the head to do valve stem seals, it is THE time to do the rings too.
Stuck oil rings can cause a ton of smoke when cold, then abruptly reduce or quit as the rings and pistons heat up and regain their sealing ability. (My truck does this once in a while, it's got a stuck oil ring or 4.)
General rule of thumb:
Worn/stuck rings tend to cause oil smoke that increases as engine RPM increases.......and you said this smokes under heavy throttle (hard to duplicate without actually driving it).
Valve stem seals tend to cause oil smoke that occurs during periods of high manifold vacuum (deceleration and idle). That's probably the huge puff immediately after the decel in your video.
There you go.... Rings and stem seals. IMO
Other possible cause of oil burning might be
A valve cover that is missing its baffle cover plate can cause the PCV valve to suck in raw oil mist (if yours is that type). That could cause a bunch of smoke.
Some of that seen in the video might be steam/water vapor too. That part would be normal (especially in cold weather) since water is a byproduct of hydrocarbon combustion. This steam would dissipate rapidly though. Watch exhaust from other cars around you when it is cold, and the cars engines and exhausts are still cold.
Also there is a vent on the valve cover on pass rear and it hooks up to my intake. It blows air out a good bit and then when I give it throttle it stops blowing. That normal?
Blow-by from worn rings increases the amount of 'air' flow coming from the crankcase too.
