If you can not exceed 115km/h then there is something wrong in your transmission, the gearing is not activating allowing you to go faster. How man rpms is your tach showing on the car at that speed? Resetting the computer you can easily do yourself just remove the negative terminal of the battery for 2 mins and reconnect or pull the backup fuse from the engien bay fuse panel and put it back in 2 mins later. OBD scan tools can be easily bought for cheap, only honda has one that they can reflash the ecm with though unless you want to buy a sct flash xcal3 handheld programmer. ($500 bucks plus cost of tunes).
