Electric window clatter/stop at 99.9% closed

Electric window clatter/stop at 99.9% closed
as in the title... WTF??
new guy, new to Civics... done the search search search.
now i'm asking.
is there a switch thats slipped or the track or something like that needs adjusting? (drivers window)
the passenger goes all the way up, just really slow.
(oh, and how to fix a loose rear view...?)

it sounds and feels like its bouncing around at the end of the track, i have to let off of the button or it would just clatter clatter clatter....
but it never ends up in the same spot, just ALMOST closed.
so, i bump bump bump it to get it as high as it will go and leave it.
HELP
