This may be my ignorance in this manifold, but is it cut through the mounting plate on the center two bolts by design?

Yes it is designed that way to account for thermal expansion. As the manifold heats up, the metal will expand. The cuts are supposed to help prevent cracking the manifold.

Sorry, don't have pics of them installed. The drop isn't that low. IMHO it looks decent and it didn't scrape the Greddy EVO 2 exhaust I had.
In terms of gap, maybe 2 to 3 finger gap.

BTW, I think I under estimated the gap. It is probably more like 2-3 finger gap (depending on tires).
