Can you patch the AC condenser or weld the part there is a hole or should I just replace it and get a new one.

What happen was i had my bumper painted and i drove around without one for a week or so and i think a rock or something hit it so now my ac doesn't work

buy a new one. also make sure that is actually what the problem is, you dont want to have it replaced and find out your problem was related to a switch, or other part.

is it hard to replace the AC condenser yourself. I download that 2002 civic manual and it looks pretty easy. so is it a good idea for me to do it myself

you can replace it yourself, but you will still need to take it somewhere to have the AC system recharged. You also need to replace the o-rings at the connections, and it would be a good idea to replace the drier while you are at it.
