Would this be an exact fit for an 04 civic?

but it says the 02-03 has to buy the mounts. It doesn't say anything about the 04

Websites don't update every line in the catalog every time a new model year comes out.
If anything says a year and following... assume its ALL years following.

you would need to purchased a set of mounts from a 2001 civic owner or from the dealer. it shouldnt be too much, under the $80 range im assuming

There are two ways to deal with it. Just buy the upper mount from the honda dealer or take apart your stock suspension assembly.
