Exclamation driver hit me, then vanished

while i was driving a few days ago during a rainy night in my acura, i was at a 4-way stop sign. right when i was about to make my move because it was my turn to go straight, i get crammed by some guy in his late 20's. i took a look and only my right panel side was damaged because he "tried" to stop and his front-left end slid onto my rear edge side of my rear bumper. only minor damage occured. rear bumper had a dent, paint scratches, those kinda small things. it was definately less than $500 worth of damage. so we switch information, i got his drivers license number, address issed on DL, number and his car plates. i called the number that was issued on his license but its not valid and says its no longer in service. so i visit the address that was issued on his license and when i mapquest it and yahoo maped it, it says not a valid address. ok that didnt work out, but luckily i got the drivers license number, so i call dmv and ask for a request of this drivers license # and they refuse because i dont have a legal document that shows i can legally obtain this guys information. at this point, im pretty ticked because this guy agreed to fix the damage he caused to my car . i have the guys plate number but dont know what i can do with it in order to contact him by his vehicle? please let me know how i can reach this scumbag so i can bring his *** to court to pay for my **** (after this, i know hes trying to get away from repairing my rear bumper)

please let me know what i can do about this?
thanks

im afraid to talk to my insurance about it because i dont want my rates getting higher or anything like that. but if i were to go in and tell them my situation, would they be able to find the guy and have his insurance (hoping he does) pay for it even though a police report wasnt filed?

i knew i should've filed a police report but this was the first time i was involved in an accident and didnt really know wtf to do. sigh

if you got that person's Cali driver license, your insurance should be able to find him. they will basically call and mail him stuff to get his side of the story. so afterwards if they decide its completely his fault, then your rates won't go up and his insurance will have to pay for the full amount. if its 50/50, both of you guys will have your insurance go up and you both have to pay for the deductable if you want it to be fix.
police report doesn't really matter if the situation is clear that the other party is at fault, but if you think the other party might lie about their "story" then its better than get police report. however police can be a pain sometimes.

MrDibbs19 is an unknown quantity at this point
thats the best thing you could do now either file a police report or tell your insurance... your rates shouldn't go up becuase it wasn't your fault

you should have called the police as soon as it happened. If you have the plates or DL, the police can run it and get his info. Your insurance won't go up, because he hit you. His insurance will cover it, unless he has no insurance. Then, you'd have to deal with court or whatever to try and get it from him I guess, or pay it out of pocket.

one of these sites might help, but it will cost you to run a plate. Police will do it for free obviously. Also, have you tried to do a white pages lookup on him? See if his info has changed, etc?

Post it up on www.scamboards.com if you want. I'll look into it if you want. Post all of the info into a PM "Kman" is my name on there. I can search the guy and see what I can come up with. Maybe I can get a legit # etc.
