Who the hell freezes milk?!

Who the hell freezes milk?! At my current company, the admin lady bought 2 weeks worth of milk...
Two, 4L bags of 2% milk. So, she froze 1 bag...
Who the hell freezes milk!? This is the first time I've ever seen this. The inner 3 bags are rock solid!
So, I take em out on Monday, to see how long they would take to thaw.... Well, it's midday Wednesday now, and each inner bag is still at least 80% FROZEN!!
WTF?
First of all, is it safe to freeze milk, and then thaw it?
Second, why is it taking so damned long to thaw milk? (I don't know how long it took to freeze). When I thaw a steak out of the freezer, it'll take 6-8 hrs......
As you can see, I'm so bored at work... 2 more days of work, then I'm off to a new job!!!! WHOOHOO!

My mom does that, we dont drink to much milk, but we freeze them all the time, nothing happens to the milk, IMO it tastes better when defrosted. And i don't think it takes that long to defrost one, ours don't.

Did I mention I was talking about moose milk? It's got a gamey taste to it, kinda like eating a liquid lamb chop.
