Your new so first you should search. There's lots of threads on the subject.
Second, please don't use all caps. It hurts the eyes.
third, to answer your question and hopefully PREVENT any smart *** answers (ahem), a stock civic will run around 15.8-16.0 with the best drivers. Manual transmission.
Second, intake/header/exhaust will give you MAYBE a tenth or two if you're lucky off the 1/4 mile. IF you are LUCKY.

where are you located at apexicivic02? location has alot to do with times as well...i garantee you wont see 15.8 on a stock civic anything above 1000ft sea-level...also weather and track conditions play a big role...if the conditions are shitty your times will reflect that.
you ran a 15.7 with bolt-ons at basically sea-level...i run the 8th mile cuz thats all we have around here and im not driving 2 to 3 hours just for a qtr run...im at 1500ft...elevation + humid weather + unprepped track = shitty times...the majority of si's ive saw run...they are running between 10.7-10.9....however ive saw a 7th gen si run once ill give him an excuse it was his first time at the strip and he had 18's but he had i/e and ran an 11.03@63mph.... ive saw a few 6th gen civic ex's run put down between 11.2 and 11.6 just to give you an idea how how bad elevation can kill your times...a buddy of mine ran his wrx the best he can get out is a 9.8@70mph...these are all 8th mile times by the way....ive saw 2 s2000's run and the best time i saw was a 9.6@74mph...now ide say if you went further east towards the coast of NC youll be seeing alot better times with these cars considering its around sea-level...now the 16.7 a mag had timed......where was the test performed? what kind of timing equipment? and how about driver skill? and how long did they actually have to drive and learn the car? how many miles on the car? just too many variables that could lead to a skewed time to say itll run 16.7 and set that in stone

Yeah, we are trying to give you best case scenario. But there are other conditions to factor in, as well as a huge thing called DRIVER SKILL.
(i ran 8.9's in the 1/8th in my S2000, so that 9.6 makes me cringe!!)

Dude, congrats on the runs you got posted in ur sig....those are pretty solid runs
i run 16 flat pretty consistantly. If i "drive it like a stole it," I see 15.9, ive even been in the 15.8's. I have 17s and I/E. It takes practice at the track too. Dont expect to go out your first day and run low numbers all day. It takes a while to get use to the light tree, and getting your reaction times low, and your launches just right.
CA spedway sucks right now this heat is killin everyones times so keep weather in mind also like everyone said know the track. R/T doesnt really matter if you're only lookin at your ET. If you suck as a driver then your times will suck no matter what car you have. The track can be hubling your first time out so dont be mad if your times are higher then you wanted!! Practice launching too thats a big deal.
