anyone knows how to remove the circled part?

If it's anything like the door panels, then it's riveted in place to the upper piece with plastic pop rivets that are melted into place. You have to cut those rivet heads. Then to put it back into place you use screws in place of those rivets.

and that lower part is solid with the top part. thats why its only one part number. look at my member pics, you can see a picture of it with the dash pad removed. it only took me 6 hours to replace my damn dash.

ok,
I was going to remove it for some painting job. And I figured it is one piece (top and below) except I just don't want to accept it.
I just want to paint the lower part to black, will you suggest I simply mask the surrounding area and paint the lower part?
