Check it out this guy on Craigslist is selling these wheels for $250 all four.
I dunno if it will look good on my 04 Maroon sedan.(Civic)
I need your guys' opinions.
They are 17's.
Thanks in advance

In all honesty, who cares what we think? You obviously are interested in them. It's your car, do what you wish.

If you like it, go for it! Painting them would be a must
A lot of people dislike my wheels too, but I wear 'em proudly.
I personally don't like these though...they look more suitable for a Chrysler 300 or Buick Riviera

They aren't my taste in wheels. I'm all for budget wheels though like the OP. I can't see myself going out an paying over $1000 just on wheels. I would be too nervous to curb them, or have someone steel them.
Best way to buy wheels is to look for a good set of used ones. Especially if your on a tight budget. Don't always go for a mint set either. If you find a set with minor damage, if you can get a good deal on them, there are a lot of places that do wheel repair from $100 a rim (depending on amount of damage) or just get them powder coated.
