Ok so i bought the car with these rims on it and was going to paint the outer lip black to match the rest of the car. Theres no other chrome on the car so i think itls look decent. Any particular methods on the best way to paint rims? any help appreciated

best way is to mask the rim, strip the paint, clean it, sand it, primer it, and base coat it.
or you can just mask it and primer/base coat it.

Yeah just keep them clean, and if not I believe there are some products at local auto shops that prevent it for awhile. I've heard that using liquid wax on the wheels helps as well.
