Sure you can go bigger but your speedo will be off. Not sure how big, maybe a local tire shop can get you the specifics based on a particular tire.
Honestly I don't think it will help much as a 60 series is a pretty tall tire. Civic's ride a little on the rougher side especially the 7th gen. It's worth a try if you need new tires anyway, it might just ease it enough for you to be ok with it.

If you go to Discount Tires website, they have a "tire calculator" link under the "info center" link. Plug in your current size, then the size of the tire you may want to run. It will tell you the differences in sizes between the two sizes you input. Play around with it.

I would run 14's with a taller tire (same overall diameter). It will give you a little more sidewall. Then you can look at sidewall flex ratings for the tires and find a softer tire.

Depends on how low you are because I dropped my car 2in all around and I just got 195/65/15 and they're pretty big. I recommend it.

Well your complete wheel diameter should remain the same like I had 15" alloy wheel Honda oem with 195 60 R15 I bought 16" Honda HFP alloys with 205 50R 16 so if your rim goes larger your tire will become low profile to some extend to keep the diameter of the wheel same. Hope this help
