AC high side 50psi, low side over-charges immediately

I thought my son's civic just needed a r134 recharge, but the low side pushed refrigerant back into the hose - was way over pressure. I ran a vacuum for an hour or so and started over, but high side never got above 50psi and low side was immediately high again. Do I have a blockage somewhere? (was doing this with manifold gauges)
What else could be causing that?

After writing this, I realized we didn't check the relays; will do that today just to make sure.
