Please post what your car is, I had to search your history to find it's an 01 EX, and oh hell it's that crash job!
That appears to be a heater hose with the blue tape.
Since I can't see the car and you can, follow where that hose leads to and then see if you can pick which one it is in this catalog image:

I'll guess either #2 or #12?
Catalog link: http://www.hondaautomotiveparts.com/auto/jsp/mws/prddisplay.jsp?inputstate=5&catcgry1=CIVIC&catcgry 2=2001&catcgry3=4DR+EX&catcgry4=KA4AT&catcgry5=WAT ER+VALVE
I don't know how much of that oily mess is from the crash, or how much is from leaks....... but check the black cap that covers the hole where a distributor would have gone, it kinda looks like where the dirt begins. The cap is about $10 at any dealer. It's right on the end of the head, the EGR valve covers it up.
Another thing that bothers me is the hose clamp on the top radiator hose, it isn't where it should be. (bottom of this pic)

But I have no idea if you have the car together and running yet. Just thought I'd mention it.

Woops my apologizes totally forgot to say it was an 01 ex. And yes its that one with the radiator support damage a couple months ago. Ended up, after a long couple months, being able to get it fixed and repaired and was just going over what else needs to be fixed. It looks like it is number 2, ill have to take a closer look tomorrow to make sure. I was trying to find this diagram on majestic but didnt know what to look under. Ill also look into cleaning that oil off and getting that cap.
Also i know that hose clamp isnt on all the way, i just had realized it after taking the photo and fixed it. (Must have undone it months ago and never realized to put it back up) The car isnt up and running per say yet cause i need to redo my rotors so i haven't driven it yet but it turns over quite easily with no problems.
I appreciate all the helpful tips and its amazing how much stuff you guys can pick out just from some simple shots.
Thanks!

If the oily mess is leftovers from the accident damage, I'd say just clean it off and see what happens later.
