2006 Honda Civic steering wheel issue....

when i am sitting still or when i am going around a curve, i hold steering wheel in one position and i feel it want to pull back. It should stay where I am holding it but you can feel it pull the other way. The power steering pump isnt leaking or whining or anything. It is driving me crazy. I just put new tires on it and still doing same thing. I do need a new cv axle on drivers side but doubt that is issue. Any help would be appreciated.

no. Just purchased the car. It handles perfect going down the road and doesnt pull. It is a steering thing I guess. It will happen when sitting still and i turn wheel. It goes to pull opposite direction.
