Overheating. Cooling fan issues? Idk

Overheating issues. Radiator fans seem to be running a short cooling cycle. I'm lost. Parts replaced: radiator cap, thermostat, fan switch, coolant temp sensor, fan relays and fuses are good, timing belt and water pump replaced, just had radiator flushed, he checked hoses, radiator for cloggs, thermostat opens. Said when fans do come on his diagnostic tool says ecu showing fans off. I wouldn't bother you if I didn't have to but I'm stumped and so is my bank account. Any help greatly appreciated.

Is the reservoir filling up while the radiator is low?

It does. Becoming aware of the blown head gasket exhaust getting into coolant. Soon to get after that. At the moment, the quick cycling cooling fans is high concern. Not sure if they're fried but still some how keep functioning? Or if they're ok and the ecu is messed up?

Air in the cooling system can mess with the fan coolant switch. Fix the head gasket first.
