2004 civic temp goes up after I come off the highway

This has happened yesterday and then again today.
i was driving on the highway for over an hour, exited and started driving at city speeds (50-60 kmh). When I slow down the temperature gauge shoots up almost as high as it can. I speed up a little more and it starts going back down.
I turned the heat on to full and it only blows cold air until the temperature gauge gets back to normal operation temperature.

Coolant level looked fine, there is no whit smoke/vapor coming from the exhaust, oil isn't milky (I researched a little and came across blown head gasket and checkd the symptoms).

Next I'm guessing there's a block somewhere in the line or the thermostat is stuck? Or what else could it be?

Make sure your fans are turning on.

Wind at speed will cool the radiator. If the fans arnt working it can overheat at lower speeds.
