Cooling fan issue....please help!

Cooling fan issue....please help!

Wifes 05 civic Cooling and Ac fans have not been working. Car seems to be holding a healthy temp but could not get fans to kick on no matter how long i let idle which didnt seem right to me...went through the diagnostics on the cooling fan side...swapped relays, jumped fans they worked, jumped ect plug, fans worked...replaced coolant temp sensor and fan control switch sensor, fans still wont come on. Figured thermostat is good because lower hose is cold until car warms up then i feel warm coolant flowing through. Also dont hear ac clutch engaging when turned on. Could the problem with the 2 fans be related? Also need to point out had water pump replaced with timing belt about 4 months ago. Heat works fine btw. Any insight would be much appreciated.

It can take a LONG time for the fans to kick on.
Radiator fan thermoswitch senses the temp of the water moving through the lower radiator hose, not the upper.
That means any breeze blowing through the radiator (or just running outside in the cold) could keep the liquid cooled enough the fans aren't needed.
If you jumped the 2 wires at the fan thermoswitch and they turned on, then they should run on their own when the fan switch hits (I forgot, maybe 200-212 F?)

Fans not turning on when you try to run the AC, is a necessary observation (CLUE) in diagnosing why the AC doesn't work.

Check the #14 (7.5 A) fuse in the Under-Dash Fuse/Relay Box and the #1 (20 A) and #4 (20 A) fuses in the Under-Hood Fuse/Relay Box.
