Not sure what that harness is for

Alright so I was replacing my headlight bulbs on my 2001 EX coupe. On the passenger side I noticed there's a harness that's unplugged and just hangs around. The driver side doesn't have it, and it doesn't look like it plugs into anything. I have aftermarket headlights but even when I swapped from stock I saw this thing before. I didn't think to snap a photo of it and now it's just on my mind. Does anyone know what is for?

I pulled the bumper again today and made sure to take a pic. Anyone knows what this is for?

To add them, would I just have to buy a pair cut the bumper etc and run the harness along with the switch?

Foglights, harness to connect the lights to that plug, and switch. I would check that the wiring for the switch is inside the car though

I pulled the trim by the 12v socket and where the switch should be but I didn't see any harness for the switch itself so I'm not too sure. I'll probably come back to it another time, it's good to know the option is there
