you split water by process of electrolysis... which i doubt you can do in an engine...

this is more about using the resources. so we can use water to obtain hydrogen and oxygen gas and the oxygen gives his engine the push.
water is cheaper than pure oxygen gas and easier to put into a container than oxygen. so this is a very good method
as for nuclear reactions, i think you're thinking about the hydrogen atom or deuterium atom or tritium atom.
