Question for qcksilvr

A license plate question.

I was going along the highway when I noticed a car and its licence plate was loose and flopping. It appeared to be only secured with two screws in some kind of jerry rigged type of way lower than usual in the plate area of the rear of the car. Whatever it was, it was loose and flopping rapidly in a way that it seemed at though it might work its way off. My question is, do the regulations address this situation. The plate was fully readable, but not properly secured. It would seem appropriate for the plate to be properly installed.
