Hi 2011 civic ex which my wife drives. It only has 33k miles and i was wondering am i better off doing the drain fill and pop the cooler line and flush the rest of the fluid out as well? or just do the 3-4qts drain and fill?

Dude. Don't complicate simple stuff. It's designed for stupid simple service by seriously brain dead people:
Drain it at the drain plug. .Fill it through the dipstick hole..
Start with 2.5 quarts then check fluid.
If you want to replace more fluid just drive it then repeat the procedure again.
Or...It's pretty convenient to do it again at the next oil change.
You won't find a cooler line to "pop off" of the radiator anyway.
