My 2012 Civic was in a minor accident, and the driver side seatbelt locked up. I'm having trouble finding a replacement driver side seatbelt but I was able to find a passenger side one. Can i replace the locked up driver side seatbelt with one from the passenger side?

NO! They are different
Just buy a new correct part from Honda
Insurance company pays? No worries.
There is a whole shopping list of SRS components that are to be replaced after any deployment, and that list varies depending on what items were deployed.
You're gonna need the SRS control unit at minimum
And some impact sensors.
And since it is a 2012 you will need to see what company made the control unit and impact sensors before ordering them. (multiple choice, not interchangeable)
