i got a civic si 2007 i need to replace the hi lo presure valve do i need to recover the freon?

As Ezone said, yes you do, I would call around someone might do it for free since they get to keep freon.
Do you have a way of pulling a vacuum after replacing the parts? If not then you will need someone to do that also, so you might want to keep that in mind while searching.
