where?
At home. most places will not do it. Who made RWD civics gave their sweat, sometimes pieces of flesh to get it done, but that's why they are unique and rare. Heard of two only so far.

In Florida probably.
Seriously though, maybe a racing shop specializing in imports or something if you're lucky. I've never seen one. Probably time consuming and one of those things where it's three times more expensive than it looks. FWD is kinda a Civic-owner thing.

Unless you have mad fabricating/welding skills you'd be so much farther ahead just to buy a RWD car.

it's not. Add blood given to my earlier comments.
Mad props to the pioneers who did it, they had vision, but inspiration is 1%, perspiration is 99%, as the saying goes.

You have two options for rwd.
Cut and weld a tunnel in for the driveshaft, plus all the mounts, ecu and harness issues of an engine swap if you want to go rwd longitudinal FR platform.
or
drop the OEM engine out of the front, and weld it into the trunk for a rwd transaxle. This is much easier (but still a lot of work and money). Doing it this way will let you use the original engine, transmission, mounts, ecu and harness (you will just ned to extend the harness to reach the rear of the vehicle.
You will probabley have to design a custom gas tank for the FR setup or relocate the tank to the front for the rwd transaxle.
...if you want something that hasn't been done you could try a custom transmission on a J35 and create a midship. That's one of my dreams, but probably wont happen.
