95 Civic AC Troubleshooting Electrical

Background
I have a '95 Civic that I acquired with no AC belt. I've replaced the bad bearing, the toasted field coil and the idler for good measure. The system is still holding pressure, 95 psi static.
With all the mechanics done, no easy task on my part, I still have no AC.
The AC button lights up but neither the AC clutch engages nor does the cooling fan run.
I pulled the clutch relay to check voltages and I get 3 highs and a low. It appears to me that one of the highs must be the one going to "engine controls" and that should be low to engage the relay.
So, I've come to the end of what I can figure out. What do I do?
Where is the drier and the low pressure cutoff switch hidden?
