On a 91? No computer involved in the park lights. Pretty much a switch, fuses, wiring and lights.

Get yourself a wiring diagram and voltmeter, and I'd probably start my testing from the connector for the switch on the column.

My guess goes for headlight/taillight relays being slow to switch and eventually stop working altogether.

Get yourself a can a electrical contact cleaner... something like this and spray it into all the switches (headlights/4 ways/signals etc) and move the switches back and forth for a few minutes. Let it dry for more than 10 minutes and see if it improves.

I have a '90 Ford that had random signal issues and sprayed pretty much an entire can into my steering column last summer.... everything has been fine ever since.
