I need to know what part this is it is located on the back right tire and it broke on me when i slid into a ditch 1998 honda civc ex manual transmission

What's in your picture is sure not factory.
There's probably many dozens of aftermarket companies that make and sell those, unless you can find a brand name on yours then just take your pick of whats available. Make sure to get a 4 wheel alignment after installation.

should I get an adjustable one or will OEM work for it? It has a lowered suspension .

Make sure you buy good quality ones and not cheap ebay ones. My buddy had the same thing happen to him. His girlfriend had bought him the cheap ebay ones.

On my 2002, SPC rear camber arms did me very well. Haven't heard a bad thing about them, either, so there's my 2 cents.
Procivic has them (set of 2) for $120 (they also have a low price guarantee, just not amazon or ebay)
Corsportusa.com has 'em for $69/ea
amazon (prime) has 'em for $61.37/ea
SPC part number 67030, for ease of googling.
