Cannot defrost

Cannot defrost 1999 Honda Civic DX
Defroster does not defrost windshield. The wife says defrost stopped working when the windshield was replaced. Do not believe this has anything to do with the defrost not working. Just a coincidence.
The front two windows do get defrosted by the oval vents on each side of the dash board. Works quite well or fairly quickly.
So is this a HVAC issue or a flap control issue?
Have a Haynes manual and have looked at a couple of videos on removing radio/control bezel or panel. None of which are like the one in this DX. Unfortunately cannot get the picture uploaded.
Was wondering thought if the bezel around the radio, CD player and HVAC controls with vents across the top just pulled out. do not want to break it trying to pry and pull on it.
