I just got some 6.5" speakers (pioneer) and there is a small tear, about 1 cm, near the base of the cone on one of the speakers.
I am just wondering if this matters and how much? Is it garbage now? Also is there anything that can be done, aside from getting new ones?

If it's by the surrouncd, you'll loose a bit of sound quality, the speaker will sound rattly. If it's at the dust cap, it wont be so bad....but it still wont sound like it should. Best bet is to replace the speakers.
