02 honda civic, 3 power windows are not operative

02 honda civic, 3 power window not working ( front right window, and two rear windows)

1. currently all these 3 windows are up, but either Master Switch or the swith at the individual door can't control them (either up or down)
2. I checked the fuse under the steering, the fuse is blew. I replace with spare fuse here is test result
a) for front right window, after I replace fuse (#22), I push the master switch, I hear one relatively loud click, then notice the fuse blew again
b) for rear window, after I replace fuse (#24), I push the switch, I hear one relative quite click, but nothing happened, fuse function Ok

I am not sure if it's switch, motor or regulator problem

I found this article but the issue are not exactly same as mine:
https://www.civicforums.com/forums/1...-position.html

what's the most likely cause, and what's the step to troubleshoot?
I have my honda manual and chilton repair manual, here is the wire diagram (https://imgur.com/gallery/ztdHl). I figure how it work when using passenger side switch. But the master switch (to control passenger window) are too complicated and I don't know how it works.

many thanks!
