well with the technology fot subs today you can get one 12inch that sounds louder then one 15 or two twelve's ive even heard a single 8inch sub sound louder and smoother then two twelve's.

What my consideration is taking this in mind that its 2004 civic almost 9 years old and fairly small car i dont want those 2 12inches to rattle my car lol (ofcourse my baby is getting older and weaker) .. again im not sure if that will happen and i want second opinion

My single 8 inch Infinity Reference kicks ***! Better then the 2 10inch Pioneers I had. It can rattle my car but its turned down cause I don't like that.
Get a good quality amp and sub with properly matched ratings and sub box volume.

Also if my sub has RMS power of 400 watts but total peak power of 1200 watts and i provide it with 700 watts through my amp will it blow my sub?

The sub is rated at 400 rms at 4 ohms so you want an amp that puts out that. 700 is to high.
Amp should be rated between 75% and 150% of the subs rating.

Yea that will be good. 500W is plenty. You might have to upgrade your door speakers and/or headunit if you haven't already. My system is about 250W and my stock speakers have a hard time putting out enough power to blend with the sub. I had to turn the intensity on the amp down to compensate so its not as loud or intense as I would like it. The stock speakers crackle also when I turn it up past a certain point.
