I just got this off ebay.... and i'm wondering, if it doesn't come w/ the high flo cat will i have to purchase one so it will fit?

you just bought a shorty header(only the top portion), this in no way will replace the cat, you still have to replace the down pipe and the cat... this is the same thing as the DC sports one... you should have bought the Long Hp racing header... and that one comes with the high flow cat, but i would really call that a cat, its more like a straight threw version which is not legal for emisions....

Salokod, it's important that you report back after you install it and tell us if you got any gains.

If you were to dyno it, that would be even better, but dynos are expensive so don't worry about it.
