2006 Civic LX Sedan AC overhaul issue

Hi
I have replaced the condenser (with drier built in), compressor and expansion valve (all Denso), except the evaporator, in my 2006 civic LX sedan.
I flushed the hoses and added PAG 46 oil according to Honda’s recommendation:
A/C condenser 50 mL/1.66 fl oz
Evaporator 40 mL/1.33 fl oz
Line or hose, 10 mL/.33 fl oz
The compressor came with oil.
After vacuuming and adding refrigerant, it seems there is a clog somewhere, because the pressure on the low and high side don’t look consistent with what they should look and the AC does not blow cold air.
Also, when the car is turned off for a long period of time,the low and high pressure sides on the manifold gauge do not equalize.
Would too much oil do that?
What I might have done wrong?
I am lost. Any help is greatly appreciated.
