1998 Honda Civic LX steering rack adjustments?

Hello, my dad and I had recently replaced the old worn out steering rack with a new rebuilt one from ebay. My dad had tried to get it aligned as best he could since the replacement wasn't adjusted correctly and it's almost straight now, but I was wandering if there is a way to adjust the steering rack from the pinion input shaft with a vice grip by turning it a bit from under the driver's side. Thanks in advance!
