1990 Civic won't fire

I have a 1990 civic dx with the d15b2.
We have set the timing to tdc plenty of times and the bottom always is a tooth off compared to the head. We cant get timing marks to line up. Is there something we are missing?

Absolutely. Whaaaar is your service manual?

You might try setting the crank a tooth off before you install the belt so it ends at the correct spot

We have taken the belt off and tdc sets by having the one mark on the crankshaft pulley by itself. The valves get lined up on the top. We take the cover off and the pulley to loosen the belt and jump the belt. Put the stuff back on and the bottom is off by a tooth. It doesn't make sense when it's correct the first time before taking the cover off. I have the service manual and done everything in the book it said to.

All slack has to be taken up by the tensioner pulley, and its bolt tightened so that tensioner pulley cannot move, before rotating the crank 2x --or it will jump teeth.
It's been a looong time since I saw a car this old, but I always set up timing belt tension without any timing covers so I can see everything that's going on.
