Unhappy help figuring out civic

heres the story.. obtained a 91 civic lx with hole in block. then obtained another identical car only wrecked front end with a d15b vtech engine that ran. so swapped the engine realized what a crappy job the previous engine swap was. so i had to buy a distributor, intake manifold, bought a p28 ecu with obd0-obd1 jumper harness. ran wires for the distributor and injectors.. now it will not start and my volt meter is reading 23-24 volts to the injectors. how would that be?!!? im stumped... any suggestions?

Will it even try to start. Or is it nothing when you turn the key?

Fuel pump? Does it prime when you turn the key on. You should hear it for about 2 seconds or so. Fuel?

yes fuel pump is comming on have fuel in fuel rail on intake.

How long did you try to start it? Best thing to do is scan it and see if you get a code.

Do you have a Chilton's manual? There is a thread on here where you can get a manual, just search for it. What about fuel pressure? just because the rail has fuel, doesn't mean it's enough pressure. I would look at that...
