Idiot lights on with key off/Engine continues running

Rep Power: 0 Idiot lights on with key off/Engine continues running
92 Civic LX 5 Speed:Recent work includes: Timing belt & water pump,
new main relay, new starter solenoid & brushes, Distrib cap,rotor & spark plugs. Two symptoms started at the same time: 1. Idiot lites on as soon as cluster is plugged in (speedo is not working,cluster has been replaced from another Civic) AND 2. Car continues to run with key off; even with key removed! The symptoms remain with either cluster AND I can shut it off by key WHEN the cluster is removed. To try and trace this, I've been using the idiot lites as a "test Light" and began unplugging components one at a time to see if any would lead to getting the idiot lites off. Thus far I have disconnected: Starter (both wires) Alternator green plug in-ECU-Main Relay -I removed the contact plate from the rear of the ignition switch and I have also been disconnecting everything with the aftermarket alarm system. I'm running out of ideas of how to diagnose; other than the aftermarket alarm and radio, I haven't found any mystery wiring or evidence of hack jobs. I even removed the ECU cover plate to visual inspect the guts for evidence of water or heat damage. Please bear in mind that virtually all Honda wire connections & plugs are impossible to plug in at the wrong point. I do not see any obvious signs with wiring and connections to the cluster. Suggestions and ideas are welcome, I'm near wit's end! Thanks!
