97 Civic DX idle issue

Hi guys
My 1997 Civic DX with D16y7 has weak idle when stopping completely. Once the car warmed up it vibrates a little, but when I step on the brake the car obviously vibrates a lot more than without brake. When I turn the lights on, idling gets better (as the car used to idle) while stepping on the brake. Stopping at the light is also the example of the low idle issue.
Cleaned IACV a couple days ago to see if it fixes the problem but nothing has changed.
Does anyone know what's causing this problem?
Also, I replaced the upper radiator hose 3 weeks ago, did bleeding air method after the replacement but the coolant fan does not kick in even the temperature gauge goes up to between 1/2-1/3(where the needle supposed to be, hope its correct.) I tested the radiator fan and relay were fine. Maybe the fan switch or the sensor?
There is quite a bit of engine oil leak on the passenger side which could relate to this issue?
Just started to get around with this thing so any ideas and information would be helpful. Thanks.

For the idle you can try this
It may also be a vacuum leak. The best way to check is with a smoker machine. You could buy one or make one, there are lots of DIY videos on youtube.
You can use a piece of wire to jump the fan wires that lead to the switch manually.
