Wheel and tire fitment... issue..

Okay, So I own a 2000 Civic EK hatch. I want to get some wheels for it, I'm pretty low as is and I rub when I lock the wheel due to having fat tires lol.

So I'm looking to buy new wheels, prob some 15's on a 45 or 40 tire. I want to ride flush with no tuck WITHOUT ROLLING THE FENDERS.. I wouldn't mind rolling fenders, I just can't roll in the rear due to one of my fenders being bondo. Please help.. Will these fit and not rub? Can I get some recommendations please!?!

I think thats a fairly wide offset, as the lower number is wider. Are u lowered? Do u run camber? There is more info needed. I myself need help with offset, just trying to help a bit
